WindRose Health Network (WHN) and the Chin Center (Chin Community of Indiana - CCI) are pleased to announce a new partnership to embed behavioral health services directly within the Chin Center’s location, expanding access to culturally responsive care for Burmese and Chin individuals and families.

The partnership is designed to make behavioral health care easier to access by bringing services into a trusted, familiar community setting. James Tluang, LMHCA, will serve as the behavioral health provider embedded at CCI located at 2524 E. Stop 11 Road, Indianapolis, IN 46227. Behavioral health services are expected to be available at the CCI location on Tuesdays from 1:00–5:00 p.m. and Wednesdays from 9:00 a.m.–1:00 p.m., with a planned 2026 Summer launch. The organizations are finalizing referral coordination, intake and scheduling workflows, interpretation support, privacy-focused clinical space, technology integration, regulatory signage, and community outreach.
The need for this partnership is significant. Indianapolis is home to one of the largest Burmese-Chin immigrant population communities in the United States. CCI reports that the Chin population has grown to more than 35,000 people as of 2023, reflecting the size and importance of the community served through this partnership.
Many Chin individuals and families, and other ethnic groups from Myanmar, can benefit from behavioral health support but may face barriers related to language, cultural understanding, transportation, stigma, trust, and navigating the healthcare system. By embedding services at CCI, WindRose and CCI are creating a more accessible pathway to care for individuals and families who may otherwise delay or avoid behavioral health services.

The embedded model will help connect community members to behavioral health services, referral coordination, intake support, interpretation workflows, and patient education in a setting that is already familiar to many families. The goal is to reduce barriers to care while supporting individuals and families experiencing mental health concerns, trauma, substance use challenges, family stress, and other behavioral health needs.
“Many Burmese and Chin families in our community would benefit from behavioral health services that understand their language, culture, and lived experiences,” said Isabella Tuimuk, program director with the Chin Community of Indiana. “Having WindRose provide care within a trusted community space helps reduce fear, confusion, and stigma, while giving individuals and families a welcoming place to begin receiving support.”
The partnership also strengthens community-based prevention and early intervention. By improving access to behavioral health care earlier and closer to home, WindRose and CCI aim to support better long-term health outcomes, reduce isolation, improve care coordination, and create a trusted pathway for families who may need support.
The two organizations are also planning a soft opening and community outreach efforts to introduce the service to community members, pastors, stakeholders, and families. Future discussions may include additional opportunities for education, peer recovery support, and expanded care models.
